Within five years East Lothian will:

- Be recognised as one of the leading Scottish authorities as measured by student progress; inspection reports; and student, staff and parental satisfaction rates.
- Be recognised as a leading education authority within the United Kingdom for its progressive practice in relation to teaching and learning
- Make regular and valued contributions to the development of knowledge relating to teaching and learning
- Have developed a website relating to teaching and learning which is valued locally, nationally and internationally as a source of important information about teaching and learning.
- Have established a waiting list of teachers seeking employment in the area.
- Hold an annual conference about teaching and learning which attracts delegates from throughout Scotland and beyond.
- Have developed a coherent, sustainable and proven model of improvement which can be shared with others.
- Be engaged in the delivery of CPD on a national basis through the establishment of a Business (exc-EL) which employs seconded teachers from EL schools.
